The High Chapel is a location found in Rosenkreuzstilette ~Freudenstachel~. It is the home base of the Schwarzkreuz organization, as well as one of the many churches controlled by their superiors at the Orthodox Church.
In ~Freudenstachel~, the members of Schwarzkreuz observe Freudia Neuwahl from their viewing globe there before deciding to fight her. Later, Freudia makes it to the Chapel after defeating each of the Schwarzkreuz members, and just as she and Pamela Arwig, who confronts her in an attempt to prevent her from reaching the cloister up ahead, are about to do battle again, Eifer Skute attacks and injures Pamela. She reveals that she has not only murdered the Pope that Freudia was going to see, but also that she was working with Iris Zeppelin all along, declaring the witch hunts to be over. After the two invite Freudia to Iris' new Iris Palace II, Liebea Palesch arrives, having been rescued by Kahl Palesch, and, despite initially not trusting the idea of treating Pamela's wounds due to her being the leader of Schwarzkreuz, gladly accepts the offer when Freudia tells her that she's now just an ordinary Magus, before she goes after them.
In ~Weißsilber~, the members of Schwarzkreuz have a meeting in the Chapel's outside areas under the night of a full moon at the beginning of the game, with Pamela announcing her plans to chase after RKS and defeat its members personally, whereas she goes to the Castle Grounds to start her own fight against the organization. Pamela returns home triumphantly as she walks along the bridge to the Chapel only to realize that her colleagues and the pope have marked her as heretic, as informed to her by Recht & Link Refraktia, who give her a letter in his handwriting, which reads as follows: "Pamela, daughter of the noble House of Arwig, is hereby relieved of duty. For deserting her post and turning her back on God, her punishment is exile and excommunication. She is thus stripped of all titles and authority, and shall henceforth be known as a heretic and enemy of the state. May God have mercy on her soul." Realizing that a conspiracy against her may have been in the works, Pamela decides to seek an audience with the Pope so that she can find and expose her vilifier. After stopping her colleagues, she returns to the inside of the Chapel and is on her way to the cloister only to learn from Eifer that the real Pope is dead and that the one she's seeking her audience with is a homunculus just like her. Pamela has her suspicions of being vilified confirmed when Eifer reveals herself to be working with Iris all along and that Iris reveals her reasons for Pamela's excommunication was because she couldn't resist the thought of wanting to tease her. Pamela declares her intent to create a new Schwarzkreuz and lead it to glory, and gives chase after them both to the Iris Palace II.
